His Excellency Mohamed Bin Hadi Al Hussaini is the Minister of State for Financial Affairs with mandate of managing the strategic direction and financial policies, to achieve the strategic objectives of the ministry and to maintain the interests of the UAE at local and international levels. H.E. brings over 25 years of experience in several economic sectors, including finance, insurance, real estate, telecommunications and retail.

H.E. serves on the board of several entities. For instance, H.E. is the Chairman of Al Etihad Credit Bureau (AECB). H.E. is also the Vice Chairman of the Federal Tax Authority, a Board member of Emirates NBD Bank P.J.S.C., Emirates Islamic Bank P.J.S.C., and Dubai Real Estate Corporation (wasl).

Previously, H.E. held membership in several other boards of directors, adding to his professional record. He was the Chairman of The General Pension and Social Security Authority (GPSSA) and the Chairman of Emirates Integrated Telecommunications Co.(du) and Chairman of Emaar Malls, and has also served as a member of the boards of Emirates Telecommunications Corporation, Maroc Telecom, Etihad Etisalat Company (Mobily), and DenizBank in Turkey. Additionally, H.E. led and overseen a number of mergers & acquisitions and financing operations during his active participation in the committees of the institutions and entities he was involved with.

H.E. Al Hussaini holds a Master’s degree in International Business from Webster University in Geneva, Switzerland.

His Excellency Younis Haji AlKhoori is the Undersecretary of the Ministry of Finance, overseeing the management of the UAE's general budget, revenues, and financial operations. His duties extend to developing and diversifying financial resources and formulating financial policies. He also manages the UAE's financial relations with significant regional and international bodies, including the Gulf Cooperation Council (GCC) and the Organisation for Economic Cooperation and Development (OECD).

In addition to his role at the Ministry of Finance, H.E. AlKhoori is a member of several prestigious boards, such as the Board of Directors of the Central Bank of the UAE, the Federal Tax Authority, the Government Financial Policy Coordination Council, the UAE Gender Balance Council, and the Board of Directors of the General Pension and Social Security Authority (GPSSA).

Before his tenure at the Ministry of Finance, H.E. AlKhoori held various leadership positions at the Abu Dhabi Department of Finance and the Abu Dhabi National Oil Company (ADNOC). These roles have enriched his expertise in annual budget planning and the strategic oversight of IT, HR, communications, and excellence programs. He also represents the UAE in numerous regional and international financial institutions.

H.E. Younis Haji AlKhoori is well-educated, holding a BS in Computer Engineering from Boston University, and a Master of Engineering Management from Northwestern University, as well as a Bachelor in Executive Management from Harvard Business School.

Saeed Rashed Al Yateem serves as the Assistant Undersecretary for Resources and Budget at the UAE Ministry of Finance, bringing extensive expertise in finance and public administration.

H.E. joined the Ministry in 2001, beginning his career in the Investments Department, where he advanced to Deputy Director, then Director of the Budget Department, before being appointed as Assistant Undersecretary for Resources and Budget in 2009. Prior to joining the Ministry of Finance, Al Yateem served as Office Manager to the Director General at Dubai Customs.

In addition to his government role, Al Yateem is a board member of several entities and authorities, including Etihad Rail, the Federal Tax Authority (FTA), and the Gulf Investment Corporation.

HE holds a Bachelor’s degree in Political Science from the Faculty of Economic and Administrative Sciences at the United Arab Emirates University, where he also serves as a member of the University’s Board of Trustees.

Her Excellency Mariam Mohamed Al Amiri serves as the Assistant Undersecretary for the Government Financial Management Sector at the Ministry of Finance in the United Arab Emirates. With over 35 years of extensive experience in the financial sector, she oversees the development of financial policies and procedures, ensuring the implementation of government systems related to financial management. Her role significantly contributes to achieving the UAE’s national agenda and strategic objectives. She also supervises the tasks and performance of all departments within the Government Financial Management Sector.

In addition to her current position, H.E. Mariam Al Amiri is a member of the Board of Directors of the Arab Investment and Export Credit Guarantee Corporation and the Board of Directors of the Arab Fund for Economic and Social Development.

H.E. Al Amiri began her professional career at the UAE Ministry of Finance in 1989, where she progressed through various administrative and financial roles, showcasing her dedication and expertise.

She holds a Bachelor’s degree in Public Administration and Business Management from the United Arab Emirates University and is a Certified Financial Consultant (CFC).

Ali Abdullah Sharafi serves as the Acting Assistant Undersecretary for International Financial Relations, in addition to his role as Director of the Federal Budget. He has extensive experience in financial and administrative affairs, enabling him to manage vital sectors that influence both national and international strategies.

His responsibilities include overseeing the International Financial Relations Sector, managing affairs related to multilateral financial institutions, multilateral development banks, and bilateral investment treaty negotiations. He also supervises several strategic financial files that support the UAE’s national directions.

On a local level, Sharafi oversees the processes of planning and managing the UAE’s federal budget expenditures. He successfully led the preparation and implementation of the budget cycles for the periods 2017–2021 and 2022–2026, ensuring consistency with the country’s strategic objectives.

Ali Sharafi holds a Bachelor’s degree in Applied Finance and a Master’s degree in Professional Accounting (DCPA) from the University of South Australia.

Before joining the Ministry of Finance in late 2016, Ali worked in financial consulting with one of the world’s leading auditing firms (the Big Four) for nearly nine years, during which he managed major regional and international transactions in the field of mergers and acquisitions advisory.

Fatima Yousif Al Naqbi is the Acting Assistant Undersecretary for the Support Services Sector. She is also the Ministry’s representative in the Mohammed bin Rashid Innovation Fund (MBRIF).

In her role, Al Naqbi oversees all support services, including human resources, information technology, legal, administrative, and financial affairs. She plays a pivotal role in digitising and enhancing government services and procedures.

During her tenure, Al Naqbi has led initiatives employing advanced technologies like artificial intelligence, data analytics and services digitalisation, significantly improving service development and customer interaction. Her efforts have greatly enhanced customer experience and engagement, earning her the Minister of Finance’s Award for Institutional Excellence.

Al Naqbi holds an Executive MBA and a bachelor’s degree in management information systems from the University of Sharjah. She has also earned a Diploma in Public Sector Innovation from the University of Cambridge, UK, and a Government Performance Diploma from the University of Melbourne, Australia.
