His Highness Sheikh Maktoum bin Mohamed bin Rashid Al Maktoum, First Deputy Ruler of Dubai, Deputy Prime Minister, and Minister of Finance, visited the Ministry of Finance’s platform, participating under the Federal Government Pavilion at GITEX Global 2025, the world’s largest technology and artificial intelligence exhibition, in its 45th edition held at Dubai World Center from October 13 to 17 At its stand, the Ministry is showcasing its latest digital projects and initiatives aimed at advancing AI transformation in government financial management and accelerating innovation in public financial services. GITEX Global brings together more than 1,400 speakers, over 6,800 tech companies, and 2,000 startups from 180 countries. The 45th edition focuses on developing AI infrastructure solutions, accelerating global innovation, and fostering international dialogue on policies and regulations that support responsible growth in the expanding AI economy. The event features a comprehensive agenda of conferences, expert discussion, empowering decision-makers, driving innovation, and promoting sustainable growth toward a more advanced digital future. During the visit, His Highness was briefed about 10 digital initiatives developed by the Ministry, utilising AI and data analytics to enhance financial efficiency, improve user experience, and enable seamless integration among government entities within a unified and intelligent financial ecosystem. Developing an Integrated Digital Ecosystem His Highness Sheikh Maktoum bin Mohamed bin Rashid Al Maktoum said: “The UAE, guided by the vision and directives of its wise leadership, is confidently advancing toward building a progressive government model driven by innovation and comprehensive digital transformation, with efficiency and transparency as core pillars of sustainable national development.” “GITEX Global reflects the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, to position the country as a global platform for accelerating transformation in technology and the economy, and as a global model for building an integrated digital economy driven by innovation and powered by knowledge and AI,” His Highness added. “Financial digital transformation is not merely a technological shift; it is a strategic foundation for building government readiness and managing public resources with efficiency and sustainability.” Sheikh Maktoum added: “The technological advancement we are witnessing today goes beyond process automation; it redefines the relationship between government and society and between data and decision-making. In the financial sector in particular, we must adopt forward-looking approaches that not only enhance operational efficiency but also align with the aspirations of our society and support the continued growth of the national economy.” “The Ministry of Finance views digital transformation as a strategic tool for building a financial ecosystem defined by adaptability, transparency, and data-driven decision-making, enabling government entities to deliver lasting and sustainable value,” Al Hussaini added. Digital Procurement Platform In an innovative step to raise awareness and build stronger relationships with federal entities and suppliers, the Ministry of Finance introduced a first-of-its-kind interactive experience aimed at enhancing understanding of the federal procurement ecosystem. This innovative initiative was designed as part of the Ministry’s commitment to developing government capabilities, fostering a dynamic learning environment, and transforming knowledge into a practical, participatory experience. Additionally, the Digital Procurement Platform embodies the federal government’s commitment to sustainable and responsible procurement. It has become a strategic meeting point that brings together government entity teams and suppliers within an integrated digital environment, enhancing collaboration, coordination, and efficiency. The platform has significantly improved operational management and delivered tangible results that reflect the advancement and sustainability of government performance. Digital Transformation in Managing Federal Real Estate Assets During GITEX Global 2025, the Ministry of Finance showcased ten digital initiatives across its AI applications, services, and projects. Among the most prominent initiatives was the "Federal Real Estate Assets Platform", an integrated tool designed to organise and manage government-owned assets through clear governance mechanisms for their protection and use. The platform consolidates data on federal government properties, facilitating access while enhancing monitoring and transparency levels. Promoting Financial Awareness The Ministry also presented the "AI Financial Advisor" project, which targets youth aged 18 to 30 and aims to promote financial literacy by increasing awareness of spending habits, personal budgeting, and investment concepts. The initiative seeks to instil sound financial management principles among the younger generations, preparing them for responsible and informed participation in the economy. As part of MoF’s efforts to leverage AI technologies, the Ministry introduced the AI Advisor for Financial Data ““Virtual Mona”, which provides users with a comprehensive 360-degree view of revenue and budget data. The platform features interactive dashboards rich in analytics, helping users explore forecasts and present data in a simplified and interconnected manner. The Ministry also launched the "AI Facilities for the Ministry of Finance", a virtual platform utilising avatar technology along with audio-visual AI capabilities, offering round-the-clock support and answering user enquiries in multiple languages, enhancing accessibility to information and services. During the exhibition, the ministry unveiled the “Procurement Gamification Challenge” initiative, an interactive digital game simulating all stages of the government procurement process according to approved policies and procedures. It includes practical scenarios and short quizzes to assess performance and raise awareness of procurement procedures. Integrated Service Pathways The Ministry’s Unified Services Platform was also introduced as an AI-powered system, enabling citizens and businesses to submit enquiries in natural language, either by voice or text, and receive precise, comprehensive information about government services, including factory establishment services. The platform integrates services across different ministries into user-orientated, seamless pathways. Additionally, the ministry revealed the "chat feature within the Digital Procurement Platform", which employs AI to execute procurement tasks on behalf of users and provide step-by-step guidance. This feature acts as a virtual assistant, guiding users through the entire process until completion. Accurate Text Analysis The Ministry also presented the Financial Policy Advisory Platform, enhanced with generative AI, enabling government entities to submit queries regarding legislation, financial policies, and accounting standards, and receive accurate, reliable, and simplified information. This platform accelerates access to information and enhances the efficiency and accuracy of decision-making within government bodies. Furthermore, the Ministry highlighted the "Trust Voice Service", providing a secure and confidential channel for employees, clients, and partners to report violations such as corruption, fraud, or practices harmful to safety or the environment, reinforcing integrity, transparency, and the protection of public funds. The Ministry also showcased the "Interactive Annual Budget Book", an AI-supported tool allowing users to explore financial allocations through direct interactions, access visual explanations, and make historical comparisons in real time, simplifying financial data and presenting it in an innovative and user-friendly format. Proactivity and Flexibility These projects provide a solid foundation for building an integrated financial ecosystem defined by proactivity and flexibility, leveraging the latest digital interaction and analytics technologies. They also accelerate the transition toward a more developed and efficient government financial model. Additionally, these initiatives would enhance the federal government’s readiness to respond to future changes through intelligent systems capable of supporting decision-making and efficiently analysing complex data, thereby strengthening the Ministry of Finance’s capacity to lead digital transformation in government financial management.
