About this service

Ministry of Finance offers the business sector a range of services that support G2B in UAE. Through the Digital Procurement Platform, suppliers can register to participate in tenders, negotiate contracts, acknowledge purchase orders, raise invoices, and many more features offerred through the supplier dashboard in a collaborative and transparent digital environment directly connected with the federal entities in UAE.

The process

Registration in the Digital Procurement Platform gives your company full access to business oppurtinities with federal government free of charge in 3 simple steps.

Stage 1: Registration

• Accepts terms and conditions
• Enter basic information of the supplier and click “Register”

Stage 2: Qualification

• Upon completion of stage 1, supplier must login to complete additional information and documents required as per supplier type to complete their qualification process

Stage 3: Activation

• Ministry of Finance will review the request and notify supplier via email with approval or rejection of the request

*(Ministry of Finance may, according to its internal estimates and standards, refuse or accept an application for supplier registration or cancel its registration either with or without reason, and without any responsibility towards the supplier)

Who can Register?

• Domestic Supplier: Companies located and providing goods and/or services in the UAE. (ie. not located in a UAE free zone or abroad)
• Free Zone Supplier: Companies registered in any free zone entity within the UAE
• Foreign Supplier: Companies located outside UAE, and without 
a local branch in UAE
• Family (SANAA): Emirati families and people of determination who can provide high quality and sustainable art and craft goods to federal entities
• Small & Medium Enterprises (SMEs): Small and Medium enterprises who are members 
of The National Programme for SMEs 
in Ministry of Economy
• Freelancer: Individuals residing in the UAE or offshore who own 
a Freelancer license and can provide services to federal entities

Required Documents

• Domestic supplier: Trade license, VAT registration certificate and passport copy of company owner identified in the trade license
• Free zone: Trade license, VAT registration certificate and passport copy of company owner identified in the trade license
• Foreign supplier: Trade license, Tax registration certificate and passport copy of company owner
• Sanaa: Productive families (Sanaa) membership card
• SMEs: Trade license and copy of company owner identified in the trade license
• Freelancer: freelancer license and owner passport copy

About the Digital Procurement Platform

The Digital Procurement Platform was developed by the Ministry of Finance to embody the UAE government’s vision for digital transformation in the procurement sector and initiatives to reduce bureaucracy. The platform provides a unified interface that brings together suppliers and federal government entities through a user-friendly and simplified interface. Suppliers can use the platform to perform all operations, from participating in tenders to creating and approving invoices for payment, with the ability to track order statuses in real-time via the website and mobile phone, 100% electronically.

Small and Medium Enterprises (SMEs) get special focus from the UAE Government as they are a key driver for sustainable development, helping to unlock the potential of the national economy and providing it with incentives for growth, diversity, flexibility and innovation. In line with its mission to make the UAE a global business hub and a promising destination for small- and medium-sized businesses, the Ministry of Finance introduced special and exclusive benefits tailored for SMEs registered in the DPP, with additional initiatives to come in future supporting their growth. Some of the benefits currently offered are:

• Applying a 10% bonus to the final score of small and medium enterprises during the evaluation process
• Special section and identifier for SME products and services in the Catalogue
• Inclusion of at least 3 SMEs in limited tenders
• Exempted from submitting a Performance Bond. Instead a retention amount will be deducted from their initial invoices
