Undersecretary of the Ministry of Finance

His Excellency Younis Haji AlKhoori is the Undersecretary of the Ministry of Finance, overseeing the management of the UAE’s general budget, revenues, and financial operations. His duties extend to developing and diversifying financial resources and formulating financial policies. He also manages the UAE’s financial relations with significant regional and international bodies, including the Gulf Cooperation Council (GCC) and the Organisation for Economic Cooperation and Development (OECD).

In addition to his role at the Ministry of Finance, H.E. AlKhoori is a member of several prestigious boards, such as the Board of Directors of the Central Bank of the UAE, the Federal Tax Authority, the Government Financial Policy Coordination Council, the UAE Gender Balance Council, and the Board of Directors of the General Pension and Social Security Authority (GPSSA).

Before his tenure at the Ministry of Finance, H.E. AlKhoori held various leadership positions at the Abu Dhabi Department of Finance and the Abu Dhabi National Oil Company (ADNOC). These roles have enriched his expertise in annual budget planning and the strategic oversight of IT, HR, communications, and excellence programs. He also represents the UAE in numerous regional and international financial institutions.

H.E. Younis Haji AlKhoori is well-educated, holding a BS in Computer Engineering from Boston University, and a Master of Engineering Management from Northwestern University, as well as a Bachelor in Executive Management from Harvard Business School.

Assistant Undersecretary of Government Finance Management at the Ministry of Finance

Her Excellency Mariam Mohammed Al Amiri serves as the Assistant Undersecretary for the Government Financial Management Sector at the Ministry of Finance in the United Arab Emirates. With over 35 years of extensive experience in the financial sector, she oversees the development of financial policies and procedures, ensuring the implementation of government systems related to financial management. Her role significantly contributes to achieving the UAE’s national agenda and strategic objectives. She also supervises the tasks and performance of all departments within the Government Financial Management Sector.

In addition to her current position, H.E. Mariam Al Amiri is a member of the Board of Directors of the Arab Investment and Export Credit Guarantee Corporation and the Board of Directors of the Arab Fund for Economic and Social Development.

H.E. Al Amiri began her professional career at the UAE Ministry of Finance in 1989, where she progressed through various administrative and financial roles, showcasing her dedication and expertise.

She holds a Bachelor’s degree in Public Administration and Business Management from the United Arab Emirates University and is a Certified Financial Consultant (CFC).

Acting Assistant Undersecretary for the Support Services Sector

Fatima Yousef Al Naqbi is the Acting Assistant Undersecretary for the Support Services Sector. She is also the Ministry’s representative in the Mohammed bin Rashid Innovation Fund (MBRIF).

In her role, Al Naqbi oversees all support services, including human resources, information technology, legal, administrative, and financial affairs. She plays a pivotal role in digitising and enhancing government services and procedures.

During her tenure, Al Naqbi has led initiatives employing advanced technologies like artificial intelligence, data analytics and services digitalisation, significantly improving service development and customer interaction. Her efforts have greatly enhanced customer experience and engagement, earning her the Minister of Finance’s Award for Institutional Excellence.

Al Naqbi holds an Executive MBA and a bachelor’s degree in management information systems from the University of Sharjah. She has also earned a Diploma in Public Sector Innovation from the University of Cambridge, UK, and a Government Performance Diploma from the University of Melbourne, Australia.
