The Minister

His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum is the second Minister of Finance of the United Arab Emirates (UAE) since the nation’s founding in 1971. In his capacity as Minister, His Highness oversees the Ministry of Finance and assumes the responsibility of heading the UAE’s economic and financial interests, in addition to leading initiatives that pave the way for the country’s continued prosperity.

On February 1, 2008, His Highness Sheikh Maktoum was appointed as the Deputy Ruler of Dubai and on August 14, 2008, his role was further expanded to First Deputy Chairman of the Executive Council of Dubai.

Prior to being appointed Deputy Ruler of Dubai, His Highness chaired and oversaw organisations and committees across sectors such as business, investment, finance, media, sports and culture.

Since his appointment to the Executive Council, His Highness has seamlessly executed a robust strategy, implementing a process-driven internal system to ensure that the government maintains both agility and efficiency. Through the Executive Council, His Highness spearheaded several legislative, governance and strategic efforts that have accelerated Dubai’s global positioning in recent years.

Prior to joining the federal government of the United Arab Emirates, His Highness has led numerous organisations and teams within the local government that have since been propelled to global recognition. As chairman of the higher board of governors of the Dubai International Financial Centre, His Highness has overseen the creation of a leading financial hub in the Middle East, Africa and South Asia. On May 27, 2018, by royal decree from the Ruler of Dubai, His Highness was appointed as the President of the Dubai Financial Audit Authority.

On May 15, 2021, His Highness was appointed the Chairman of the Court of the Ruler of Dubai. Through the Ruler’s Court, His Highness has supported multiple community-focused projects, ensuring that both Emirati nationals as well as the residents and visitors alike experience impeccable standards of service and the best quality of life within the emirate.

His Highness’ responsibilities at the Ministry of Finance include determining the general fiscal policies of the UAE in consultation with the UAE Cabinet in addition to determining the general policies and strategic direction of the Ministry. His Highness’s remit also entails promoting the financial planning and ensuring the general fiscal sustainability of the Federal Government. In addition, His Highness oversees efforts improve the efficiency and effectiveness of the budget while managing the financial position and cash flows of the Federal Government. His Highness is also responsible for promoting investment opportunities in the UAE on an international level and strengthening the UAE’s economic competitiveness while maintaining healthy relations with other regional and global economies and institutions.
