Overview
The Ministry of Finance has introduced innovative investment solutions that enable UAE citizens and residents to invest directly in UAE Treasury Sukuk (T-Sukuk), which were previously accessible primarily to institutional investors.
These initiatives represent a significant milestone in broadening retail participation in sovereign investment instruments while supporting the development of the domestic capital market and strengthening the Islamic finance ecosystem.
The T-Sukuk are issued in UAE Dirhams (AED) under a Shariah-compliant Ijarah/Murabaha structure, providing investors with access to stable, government-backed investment opportunities.
Invest in UAE Sovereign Sukuk from AED 1,000
The Ministry of Finance (MoF) offers individuals the opportunity to invest in Shariah-compliant UAE Treasury Sukuk (T-Sukuk) through two accessible channels: Retail T-Sukuk and Fractionalised T-Sukuk. These initiatives expand access to secure, government-backed investment opportunities and support the UAE’s vision for financial inclusion, innovation, and long-term savings.
Retail T-Sukuk
Direct participation in new issuances from AED 1,000.
Fractionalised T-Sukuk
Access to existing listed T-Sukuk through participating banks from AED 4,000.

Retail T-Sukuk
Retail T-Sukuk provide investors with direct access to newly issued sovereign Sukuk through a fully digital subscription process.

Fractionalised T-Sukuk

Each fractional unit represents a pro-rata ownership interest in the underlying government Sukuk, mirroring its structure, characteristics, and profit distribution schedule.

Who Can Invest?
Eligibility requirements vary depending on the investment channel and the participating institution.
Retail T-Sukuk
Eligible investors must hold a valid DFM National Investor Number (NIN) and be either a UAE National or a UAE Resident holding a valid Emirates ID.
Fractionalised T-Sukuk
Available to UAE citizens and residents holding a valid Emirates ID through Participating Bank’s digital platforms, subject to the banks’ terms and conditions.
