Zero Government Bureaucracy Programme

The Zero Government Bureaucracy Programme is a national initiative aimed at simplifying government procedures, eliminating unnecessary requirements, and enhancing service efficiency to fundamentally reshape government operations. Ministries and government entities were directed to:

  • Eliminate at least 2,000 unnecessary procedures.
  • Reduce processing time by at least 50%.
  • Remove all redundant requirements within a year.

By focusing on the consolidation of similar procedures, the removal of superfluous steps, and the acceleration of service delivery, the UAE Government will make an extraordinary leap in the administration of its procedures.

As part of this commitment, the Ministry of Finance (MoF) has launched several innovative initiatives, including the Zero Bureaucracy Ideas Award, interactive brainstorming workshops, and a dedicated webpage to encourage employee and customer participation in improving government operations.

The Ministry of Finance involves its employees in the Zero Government Bureaucracy Programme by encouraging them to propose ideas that enhance government services. Employees participate in workshops and brainstorming sessions designed to review, refine, and accelerate ministry procedures.

Zero Bureaucracy Ideas Award

To further inspire innovation, MoF has launched the Zero Bureaucracy Ideas Award, a platform for employees to develop and propose solutions that streamline government operations. This award not only recognises employee contributions but also fosters a culture of continuous improvement and creativity.

  • Employees can submit ideas via a dedicated platform.
  • A specialist panel evaluates all proposals.
  • Winning ideas are implemented to drive real impact.
Customer Councils

The UAE Ministry of Finance (MoF) has launched the Customer Councils initiative as part of the Zero Government Bureaucracy Programme, which aims to eliminate redundant procedures and streamline administrative processes.

As part of this initiative, MoF conducts in-person and online sessions to engage with customers, gather insights on their experiences, and assess their satisfaction with various services. Their feedback plays a vital role in driving improvement, fostering innovation, and shaping new government service models that enhance efficiency and elevate customer experience.

Zero Bureaucracy Consultation

The Ministry of Finance launched a consultation aimed to collect customers’ opinions, suggestions and recommendations on how to ensure zero bureaucracy in the Ministry of Finance, in addition to enhancing transparency and engagement with customers by involving them in decision-making processes and adopting innovative ideas to improve and simplify government procedures.

Consultation outcomes:

  • Faster Commercial Licensing: Efforts are in progress to reduce the approval time for commercial licenses to less than 30 days, making it easier for businesses to operate.
  • Simplified Procurement Processes: Enhancements to the procurement platform have streamlined procedures, accelerated operations and improved user experience.
  • Seamless Transactions: By reducing paperwork and integrating smart software, transactions are now more efficient, ensuring compliance while maintaining clear regulations.
  • Enhanced Access to Financial Services: A centralised digital platform was launched, providing businesses and individuals with quick and easy access to financial services.
  • Greater Transparency in Government Contracts: Improvements were made to ensure more transparent and accurate information in government contracts.
  • Support for People of Determination: Special services were introduced to assist people of determination during supplier registration, ensuring inclusivity and accessibility.
