Digital Participation Policy

Objectives:

Enhance interaction and communication with the public professionally and transparently, to gain their trust and satisfaction.
Establish foundations and rules to regulate the use of digital participation tools, ensuring control over the published materials on the Ministry of Finance’s social media and website, to achieve the desired objectives and to monitor performance effectively.
Enhance awareness of the importance of digital participation among stakeholders, and provide guidance and support to customers to effectively participate in government decision-making processes.

Scope:

The Digital Participation Policy applies to all topics, opinions, discussions and surveys, as well as to all types of content that are shared and exchanged through the digital participation tools used for interaction provided by the Ministry of Finance, and includes all participating categories.

Target Audience:

Government Sector: Includes UAE government entities, including decision makers and financial field employees, who contribute to the planning and sustainability of the UAE Government’s financial resources.

Private Sector: Includes various business sectors in the UAE, ranging from large corporations and SMEs to entrepreneurs and start-ups and innovative ventures seeking to establish their businesses. This segment contributes to supporting the national economy.

Individuals: Members of the community interested in the financial field who have an interest in the UAE and abroad.

Moderation Policy:

The Ministry of Finance welcomes all opinions and suggestions that can contribute to developing and improving services, policies, and decisions to better meet your needs. The ministry reserves the right to block content that:

  • A threat to security.
  • Includes inappropriate language
  • Violates others’ privacy or is offensive.
  • Breaches local laws.
  • Indecent, obscene or defamatory.
  • Including spam or promoting trade.
  • Can be perceived as prejudiced or harmful to any part of society based on race, color, nationality, religion, status, etc.
  • Involves group or political discussions.
  • Violates intellectual property rights.

Non-compliance with this policy may result in participant blocking.

Response and evaluation mechanisms:

Respond to participants’ inquiries and collect opinions and suggestions after ensuring that they do not violate the conduct guidelines.
Analyze all collected comments, responses, and data from public participation.
Share results and decisions with the public across all digital platforms where consultations were announced.

Announcing digital participation opportunities:

The Ministry is committed to enhancing community participation in developing and improving its services and policies by announcing digital participation opportunities through its website and official social media accounts, and other digital communication channels. Digital participation opportunities include various interactive activities such as digital consultations, questionnaires and opinion polls, participatory creation, focus groups, participatory budgeting, as well as blogs, which enable the public to participate in discussions related to the Ministry’s services, policies, and strategic initiatives. Through these activities, the Ministry aims to involve customers and the community in decision-making and future planning to meet their needs and aspirations.
