Request to impose/modify fees for federal agencies services

Imposition of fees as a return on services provided by government agencies, and these fees can be modified (by increasing, decreasing or canceling) when needed

Procedures

1. Federal entities shall conduct a study to update their currently applied services fees and examine the possibility of introducing new fees.

The federal entity shall use this study to determine fees that will be updated, created or canceled, provided that the study covers the following bases and criteria:

  • A statement of the justifications for imposing new fees or amending existing fees.
  • Standard comparison of the fees to be imposed or modify with the same fees in countries similar to the political, economic and social structure of the Country.
  • Clarify any interference with similar fees in the federal authorities or local departments, if any.
  • Clarify the costs of performing and collecting services related to the new fees or those to be modified
  • Classification and pricing of the proposed services according to the specified cost and standard comparisons, as well as the expected benefit from them
  • Clarify the extent of the actual ability to collect fees, taking into account human and technical resources
  • Clarify the financial, economic, legislative or social implications of adopting the proposed fees
 

2. The federal entity prepares a draft memorandum of the forms approved by the Council of Ministers, detailing the proposed fees.

3. The federal entity shall prepare a draft resolution for the Council of Ministers imposing new fees or amending existing fees.

4. The federal entity sends the memorandum, the draft resolution and the required documents to the Ministry of Finance to study the project and take the necessary action.

5. After obtaining the approval of the federal entity on the finalized project, the Ministry of Finance submits the memorandum and draft resolution agreed upon with the federal entity to the Council of Ministers for consideration.

Requirements to get the service

Fulfilling the conditions and requirements for imposing and amending fees mentioned in the Minister of Finance Resolution No. 1 of 2011, which are as follows:

  • Clarify the rationale for the request for imposing or amending the proposed fees.
  • Comparing the fees to be imposed or amended with the same fees in countries similar to the political, economic and social structure of the country (conduct a benchmark).
  • Clarify any duplication with similar fees in the federal authorities or local departments, if any.
  • Clarify the costs of performing and collecting services related to the new fees or those to be modified.
  • Classification and pricing of the proposed services according to the specified cost and standard comparisons, as well as the expected benefit from them.
  • Clarify the extent of the actual ability to collect fees, taking into account human and technical resources.
  • Clarify the financial, economic, legislative or social implications of adopting the proposed fees.

Required Documents

  • An official letter requesting the imposition, modification, exemption or cancellation of fees
  • A study submitted by the requesting party showing a comparison of the proposed fees to be introduced, modified or canceled
  • A memorandum of the form approved by the Council of Ministers with the proposed fees
  • The draft decision to be issued by the Council of Ministers, including the fees proposed to be modified or added
  • A summary of the financial impact of the proposed fees
  • The federal fee amendment schedule form
