Imposition of fees as a return on services provided by government agencies, and these fees can be modified (by increasing, decreasing or canceling) when needed
The process
- Federal entities are required to conduct a study to update the fees for their currently applied services and explore the possibility of introducing new fees.
- Federal entities are required to prepare a draft decision for the Cabinet to impose new fees or amend the existing fees.
- The federal entity is required to submit a request on the Ministry of Finance website for the service of imposing/amending fees for federal entities and send the draft decision along with the required documents to the Ministry of Finance.
- The request is studied by the Ministry of Finance and then forwarded to UAE cabinet for approval.
Conditions of use
- Clarify the rationale for the request for imposing or amending the proposed fees.
- Comparing the fees to be imposed or amended with the same fees in countries similar to the political, economic and social structure of the country (conduct a benchmark).
- Clarify any duplication with similar fees in the federal authorities or local departments, if any.
- Clarify the costs of performing and collecting services related to the new fees or those to be modified.
- Classification and pricing of the proposed services according to the specified cost and standard comparisons, as well as the expected benefit from them.
- Clarify the extent of the actual ability to collect fees, taking into account human and technical resources.
- Clarify the financial, economic, legislative or social implications of adopting the proposed fees.
Required Documents
- The requesting entity presents a study that outlines a comparison of the proposed fees to be introduced, modified, or abolished, along with the completion of the Federal Fee Amendment Table form.
- The draft regulatory decision required to be issued by the Cabinet, including the fees proposed to be amended or added.
