Accelerating digital transformation of government procurement process

The Digital Procurement Platform (DPP) is a comprehensive system that digitalises the procurement process across the UAE federal entities. Developed by the Ministry of Finance, it brings together the federal entities and registered suppliers on a single platform, where all the stages of the procurement process including announcement, bidding and following up on tenders, placing purchase orders, and generating invoices, can be completed online. The platform is part of the UAE leadership’s vision to support the digital transformation of procurement across the federal entities.

Digital Procurement Platform Benefits

Catalogue

A new procurement concept that reduces the procurement process time. Buyers can choose the product based on a pre-defined agreement with the supplier under a pre-contract with the supplier, add it to the shopping cart and submit their request to obtain thefor necessary approvals

Framework agreements with suppliers

The Ministry of Finance signed framework agreements with suppliers to ensure fixed prices and to provide the federal government with high quality products and services, adding them to the catalogue without the need for entities to go through the tendering processs

SMEs Get Exclusive Privileges on Digital Procurement Platform

  • SMEs get 10% of purchases by monitoring their spending percentage on an annual basis
  • During the evaluation process, 10% is added while calculating the final score for SMEs
  • ‘SMEs’ logo will be added to the platform
  • Long-term contracts to supply services and product
  • Exempted from submitting a Performance Bond. Instead a retention amount will be deducted from their initial invoices
